Local Control Funding Formula

California’s 2013-14 Budget Act included landmark legislation that significantly changed how funding is allocated to public schools. The changes in the Local Control Funding Formula (LCFF) represent a major shift in the funding of school districts across the state of California. For approximately four decades, California schools were funded using a system that allocated general purpose funding (also known as revenue limits) and several categorical programs to provide state funding to public schools. The Local Control Funding Formula, will allocate funds to school districts, charter schools, and county offices of education equally per student with adjustments based on grade levels and demographic characteristics. The demographic characteristics that will be considered include Free and Reduced Meal Students, English Language Learners and Foster Youth. LCFF replaces complex restrictions on how school districts and local site councils spend their local funds in favor of flexibility to achieve equitable and transparent student achievement outcomes.
